Rhubarb problem

The bottom of some of the mature stems of rhubarb have collapsed, is this due to not enough water or frost?

You've got crown rot. Too much water, not the opposite as you suspect! Or very bad drainage. Frost is liked by rhubarb when it's resting in winter, but probably not a Siberian frost of course!
Get rid of this plant and don't plant another in exactly the same spot as the fungal leftover bits may infect another plant.
