Stunted plants caused by horse manure
by: Pipi

Did you check that the horse manure was not tainted by the horses having being drenched and their manure had chemicals in? Also the pasture they ate might have been weed sprayed? I've heard that horse manure if not from an organic source can cause problems.

Stunted plants reasons
by: CR

If your plants have leaves curling and distortion, it definitely sounds like spray damage of sorts, but also if it's something else like too much lime you added, it can take a while for both of these reasons to come right.

Might be worth getting a soil test done, you can buy a kit at a garden center or ask if they know where to take or send a soil sample.

So disappointing for you I guess, better luck next season once you find out the culprit. Let us know?

Too Much Nitrogen
by: Barb

Other than the previous suggestions, too much nitrogen all at once is a common cause of leaf curling.
Maybe try to leach it out.
