Hi Marshall. I have extra shoots coming from below the graft point on my tomatoes, do you mean these ?. I cut them off as I do for the laterals as I have found the side shoots do not produce a worthwhile addition to my crop. There is a theory about planting tomato plants on an angle with the stem in the ground and it will produce more roots which will allow more nutrients to be taken up. Sounds like this may be happening to your plants but above ground. I would recommend cutting them off and dusting the cut with a Tomato powder to prevent stem borer moth getting in and the caterpillars killing your plant from the inside.
